Officer Equipment, Conduct & Use of Force
Minimum expectations for every on-duty Glenwood Sheriff's Department officer.
Preserve life, protect constitutional rights, and maintain professionalism. Force is a last resort.
Purpose
Sets the minimum standards for duty equipment, professional conduct, accountability, de-escalation, and reasonable use of force.
Required duty equipment

- 5 rifle magazines
- 1 approved less-lethal option
Equipment accountability
Safeguard all issued equipment. Report loss or damage immediately. Negligent loss may lead to administrative or financial accountability; losses during legitimate incidents receive a circumstances-based review.
Officer conduct
Stay aware, act professionally, protect department equipment, use sound judgment, and treat every person with dignity and respect.
DECISION MODEL
Use-of-force continuum
Use only the level reasonably necessary for the situation. Reassess as circumstances change.

Create time and distance, communicate clearly, and reduce tension whenever reasonably safe.
- 2Verbal warning
Give clear, lawful instructions and a reasonable opportunity to comply when circumstances permit.
- 3Less-lethal force
Use an approved option only when lower-level measures are ineffective or unsafe.

Only when immediately necessary to protect against an imminent threat of death or serious bodily injury.
Officer responsibilities
Carry required equipment, maintain awareness, attempt de-escalation when safe, use only reasonable force, and complete a use-of-force report after any force incident.
